Terms and Conditions of Service
Please read these Terms and Conditions carefully before using Wustar's platform and services. These terms govern your access to and use of our website, applications, and related services.
1. Age Eligibility & Underage Users
Section 1 of 8The Wustar platform is strictly intended for users who are at least 18 years of age. However, we warmly welcome underage applicants under the following strict conditions:
- Parental/Guardian Contact: If you are under the age of 18, you are prohibited from registering independently. You must provide valid contact details of your parent or legal guardian during your initial inquiry.
- Consent Verification: Wustar reserves the right to contact your parent or legal guardian to obtain verified written or electronic consent to process your application and personal data.
- Account Suspension: Any registration of a minor detected without verified guardian consent will be subject to immediate suspension.
2. Registration & Account Security
Section 2 of 8To access the services of Wustar, users must choose one of the two registration methods available:
- Manual Registration: Creating an account directly on the website by providing your name, email, and password.
- Assisted Registration: Requesting the Wustar team to manually create a profile on your behalf after a consultation. This service is entirely free of charge.
Regardless of the registration method, security of the credentials remains a shared responsibility between the platform and the user.
3. Application Fees & Non-Refundable Policy
Section 3 of 8While registering and browsing universities on Wustar is completely free, formal submission of applications to universities requires the payment of an Application Fee.
- Application Fee Purpose: This fee covers secure document processing, partner university administrative costs, and application handling.
- No Refund Guarantee: All Application Fees paid through Wustar are 100% non-refundable under any circumstances.
Once processing has begun, these fees are instantly allocated to institutional procedures, making refunds impossible even if the university rejects the applicant, if the user withdraws the application, or in cases of force majeure.
4. Document Verification & User Responsibility
Section 4 of 8Wustar provides a rigorous, multi-level pre-screening process for all uploaded application documents to maximize your chances of admission.
- Pre-screening Service: Our team reviews your documents (such as passports, diplomas, transcripts, and study plans) for clarity, formatting, and general compliance with Chinese university standards.
- User Guarantee of Authenticity: You guarantee that all documents, certificates, and personal information provided to Wustar are genuine, authentic, and legally valid. Uploading forged, altered, or AI-generated academic texts (without proper authorization) is strictly prohibited.
- No Liability for Final Acceptance: While Wustar uses its best professional efforts to filter and correct errors, the ultimate decision on document validity and acceptance rests solely with the target university’s admissions office.
5. Data Privacy, Secure Hosting & Consent
Section 5 of 8We take the security of your sensitive personal data (including passport copies, academic transcripts, and medical records) extremely seriously.
- Secure Infrastructure: The Wustar platform is built on the robust Django framework and hosted on highly secure, compliant servers (Sprinthost, Russian Federation) with active protection against unauthorized access, leaks, and cyber threats.
- Consent to Process and Transfer: By registering and uploading documents, you grant Wustar explicit consent to process, store, and securely transfer your personal data to partner educational institutions in the People's Republic of China for enrollment purposes.
- Data Minimization: We only collect and store data that is strictly required by the universities for the application process.
6. AI Assistant (Blitz) & Support Tickets
Section 6 of 8To enhance your experience, Wustar provides an automated AI assistant and a dedicated support system.
- Blitz AI Guide: Our built-in AI assistant, Blitz, is designed to help you check application statuses, explore universities, and navigate deadlines. Blitz analyzes only the metadata of your profile (application status, tickets, selected majors) and does not have access to your personal documents, passport data, or confidential transcripts.
- AI Training Disclaimer: The Blitz AI model does not train on your personal data, ensuring complete privacy.
- Ticket Support System: Users can submit inquiries via our ticketing system by selecting a category. Every request is assigned a unique ticket number. We aim to respond to all tickets promptly, though response times may vary during peak admission seasons.
7. Limitation of Liability & Dispute Resolution
Section 7 of 8This section outlines the legal boundaries of Wustar's liability in case of disputes.
- Limitation of Damages: To the maximum extent permitted by applicable law, Karimov Salmon, Ravshan Mukumov (Wustar Platform Owner) shall not be liable for any indirect, incidental, special, or consequential damages resulting from your use of the platform.
- Liability Cap: In any event, the total liability of Wustar to you for any claims arising out of this agreement shall be strictly limited to the amount of the Application Fee actually paid by you to Wustar for the specific application in dispute.
- Governing Law: These Terms and any disputes arising under them shall be governed by and construed in accordance with the laws of the Russian Federation (as the country of server hosting) or the Republic of Tajikistan (as the country of the platform owner's citizenship), at the sole discretion of the Platform Administration.
8. Introduction & Platform Status
Section 8 of 8These Terms and Conditions constitute a legally binding agreement made between you, whether personally or on behalf of an entity ("User", "you"), and Karimov Salmon, Ravshan Mukumov a citizen of the Republic of Tajikistan, selaku the owner and operator of the Wustar platform ("Wustar", "we", "us", or "our").
By accessing the Wustar platform, you acknowledge that you have read, understood, and agreed to be bound by all of these Terms. If you do not agree with all of these Terms, then you are expressly prohibited from using the platform and must discontinue use immediately.
- Educational Consulting Only: Wustar is an online technology and consulting platform designed to assist international students in preparing and submitting application documents to partner universities in China.
- No Admission Guarantee: Wustar provides guidance and pre-screening services, but the final decision regarding admission, enrollment, and scholarships lies solely and exclusively with the respective university and Chinese government authorities.

- Technical Data: IP address, browser type, cookies, and usage metadata.
3. How We Use Your Personal Data

- Account Administration: To create, secure, and maintain your user profile (via Manual or Assisted Registration).
- Document Verification: To allow our team to pre-screen, evaluate, and verify your credentials for admission suitability.
- Application Processing: To securely transmit your academic packages to your chosen partner universities in China.
- Notifications & Updates: To send you real-time notifications via our system regarding document status changes (approved/rejected) and deadlines.
- Support & Communication: To respond to your support tickets and technical inquiries.
4. Data Security, Hosting & Retention
Section 4 of 8We implement industry-standard technical and organizational measures to safeguard your personal data from unauthorized access, alteration, disclosure, or destruction.
- Django Security Framework: The Wustar platform is developed using the Django framework, utilizing built-in security features against SQL injection, cross-site scripting (XSS), and cross-site request forgery (CSRF).
- Hosting Security: Your data is stored on highly secure, compliant servers provided by Sprinthost (RF).
- Retention Period: We retain your personal data and uploaded documents only for as long as necessary to fulfill your application process or to comply with legal obligations. You may request the deletion of your account at any time.
5. Transborder Data Transfer
Section 5 of 8Because Wustar connects international applicants with educational institutions in the People's Republic of China (PRC), using our services naturally requires transferring your personal data across international borders.
- Recipient Institutions: Your academic documents, passport scans, and medical questionnaires will be securely transmitted directly to the admissions offices of the Chinese universities you have explicitly chosen and applied to.
- Security During Transfer: Wustar utilizes secure encrypted transmission protocols to send your files. However, you acknowledge that once the university receives your data, its processing is governed by the respective university’s internal privacy policies and Chinese national laws (including the PIPL).
- User Consent: By clicking "Apply Now" and submitting an application, you explicitly authorize and instruct Wustar to transfer your data to these third-party educational institutions in China.
6. AI Assistant (Blitz) & Your Privacy
Section 6 of 8Our virtual assistant, Blitz, is integrated into the platform to guide you, answer general admission questions, and check application statuses.
- Data Minimization: Blitz operates strictly on high-level system metadata (such as your chosen programs, university deadlines, support ticket titles, and application statuses).
- No Document Access: Blitz does not read, access, process, or scan your uploaded personal documents, passport images, diplomas, or medical certificates.
- No Training on Personal Data: The Blitz AI model does not train or retain your personal communication history for model improvement, keeping your dialogue with Blitz completely private.
7. Your Rights & Account Deletion
Section 7 of 8We respect your rights over your personal data. Depending on your location, you may have the following legal rights regarding your information:
- Right to Access: You can view and download all the documents and information stored in your active profile at any time.
- Right to Rectification: You can correct or update your profile information instantly. For documents under review, you can update them using our feedback system if they are rejected by our team.
- Right to Erasure (Deletion): You have the right to request the permanent deletion of your Wustar account and all associated documents. Upon receiving your verified deletion request, we will erase your data from our active database.
